Calls a few times and just hangs on their end of the line. In one instance I could hear them adjusting the phone's position (slightly scratchy sounds), so I knew I could hear them and they could probably hear me saying hello numerous times. Whoever this clown is, hang up the phone. Don't play dangerous games with your cellphone.
