A concise report based on publicly available footprint suggests mixed indicators; no definitive, verifiable ownership is readily confirmed for this exact number, and multiple sources flag South Africa numbers with potential spam characteristics. Caution is advised when answering or returning calls. 1. Ownership/number type: The prefix +27 83 indicates a South African mobile number, commonly MTN (083) or other carriers due to number portability, but definitive current ownership for this exact substring "+27839300652" is not verifiable from available public references. It appears to be a mobile style SA number rather than a clearly branded corporate line. 2. Online opinions: Several public number databases and spam report aggregators list South African numbers with reports of unwanted calls or scams; however, there is no consistently verified consensus specifically naming this exact number in reputable, authoritative sources within the current public corpus. 3. Association with scams: Public facing directories show patterns where similar 083 prefixes are associated with telemarketing or scam reports; without a verifiable match to this number, a concrete designation as scam/phishing cannot be asserted. Overall, caution is warranted given the regional prevalence of scam reports in SA caller databases. 4. Exposure/leaks: Public directories and scam report databases frequently include SA numbers; there is evidence that SA numbers are scraped and pasted in forums or databases, implying general exposure of numbers in public facing datasets. Specific exposure of this exact number cannot be confirmed from the available references. 5. Call back advisability: Given the lack of verifiable ownership and the prevalence of scam patterns in similar numbers, answering or returning calls is not advisable unless the caller is a known contact or the number is verified through trusted channels. Note: If more precise resolution is needed, a fresh, targeted lookup from verified databases or ICASA regulated disclosures would be required.

So originally the developer subscribed with Smart Matter to read all water and electrical meters. They used this number to communicate available funds. However the development has since moved away from Smart Matter and not unable to unsubscribe. Smart Matter is unresponsive. Seems to be a subscriber bulk sms service.
