Is this sales call legal?
Since 17 October 2026, companies in Spain may only make sales calls from nine-digit numbers that start with 400. Type the number that called you to see whether a sales call from it follows the rule.
What you can do
- Say no and ask the company to delete your number from its list of contacts.
- Sign up to the Lista Robinson to opt out of advertising calls.
- Ask your operator to block calls from the 400 range, or block them with an app such as NoCall.
- Complain to the Telecommunications User Office (OAUT) about a sales call that did not come from a 400 number.

Frequently asked questions
Since when must sales calls use 400?
Since 17 October 2026. The resolution was published in Spain’s Official State Gazette on 16 April 2026 and gave six months for the range to be ready.
Is a call from a 400 number a scam?
Not necessarily. It means the call is commercial, which is legal, but it does not make the offer a good one. You can always say no.
Will my bank or electricity company call me from a 400 number?
It shouldn’t for an incident or after-sales service: 400 may not be used for customer service. Those calls come from short, 800/900 or landline numbers.
What is a sales call?
According to the Ministry, it is a call a company makes to reach potential customers and make them a commercial offer during the call. Customer-service calls are the ones a company makes with its customers to handle contracts they already have.
Can they sell me something during a customer-service call?
No, unless the offer is related to solving your query, complaint, claim or incident and also improves the service conditions or price for you, according to the Customer Service Law quoted by the Ministry.
Can I call a 400 number back?
No. 400 numbers can only make calls: setting up calls to them is prohibited.
Where do I complain about a sales call from a number that is not a 400?
The Ministry says you can file a claim with the Telecommunications User Office (OAUT) or a complaint with the CNMC.
